Well after a few hours of looking at the event, I have came up with this info.
You can kill any level of monster with any level of character to be able to find the flowers in your drops. (Hint: Alpen has a fast killing rate with nice respawn I got 100 flowers with in an hour or so)
Its a system that counts the flowers that are turned in by every one on the channel. Not just for you, So it is a good idea to work together as a community to gain the hour of double exp.
I suggest saving your flowers only if you are trying to control the hour so you can be sure you will be on for it.
NPC sell back of flowers is 100 each.
A few disappointments:
No new map
No level 70 boosters
New armor doesn't look that great
Event was changed to only an hour per 1000 flowers
New titles seem to be all focused on us just grinding like we normally do...
No new international sets just the same old ones
